INVITATION TO TENDER FOR THE YEAR 2026 TETFUND CAREER SERVICE CENTRE INTERVENTION
1.0. INTRODUCTION
In compliance with the provisions of the Public Procurement Act, 2007, Federal College of Education (Technical), Asaba, Delta State hereby invites experienced and competent service providers/vendor, to submit bids for the below projects:

3.0. ELIGIBILITY REQUIREMENTS
For the purpose of pre-qualification evaluation, interested prospective bidders should submit the following documents:
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026; with minimum average annual turnover of N100 Million.
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal College of Education (Technical), Asaba, Delta State or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025;
i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with detailed track record, CVs of key training facilitators, and evidence of previously executed capacity building or training.
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including copies of Letters of Award, Job Completion Certificates and group Photographs for past training projects.
l. Detailed organizational structure, CVs of Key trainers / facilitators and equipment or training facilities owned or leased.
m. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
n. Training: Evidence of Firm’s accreditation by Centre of Management Development (CMD).
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the Firm.
4.0. COLLECTION OF TENDER DOCUMENTS
Interested Companies are to collect the Training Bidding Document (TBD) from Procurement Unit, third floor of the College’s Administrative Building on evidence of payment of a non-refundable tender fee of N10,000.00 (Ten Thousand Naira) only, paid into the Federal College of Education (Technical), Asaba, Delta State’s Remitta account in any reputable Commercial Bank in Nigeria.
5.0. SUBMISSION OF TENDER DOCUMENTS
Prospective service providers/vendor are to submit two (2) hard copies of each of the Technical and Financial bid with soft copy of financial bid only in MS Excel Format, package separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two (2) sealed envelope together in a bigger sealed envelope addressed to the Provost, Federal College of Education (Technical), Asaba, Delta State, first floor, College’s Administrative Building and clearly marked with the name of the project. Furthermore, the reverse of each sealed envelope should bear the name and address of the service providers/vendor and drop in the designated Tender Box, Registrar’s office, First floor, College’s Administrative Building, not later than 12:00 noon, Monday, 24th August, 2026.
6.0. OPENING OF TECHNICAL BIDS
Only the technical bid will be open immediately after the deadline for submission 12:00 noon, Monday, 24th August, 2026, in the College’s Council Chamber, Administrative Building, in the presence of bidders or their representatives, while the Financial bid will be kept un-opened. Please, ensure that you sign the Bid Submission Register in the office of the Registrar, Administrative Building as the Federal College of Education (Technical), Asaba, Delta State will not be held liable for misplaced or wrongly submitted Bids. 7.0. GENERAL INFORMATION
a. Bid must be in English Language and signed by an official authorised by the bidder;
b. Bid submitted after the deadline for submission would be returned un-opened;
c. All costs will be borne by the service providers/vendor;
d. Bid documents can also be collected in soft copies and service providers/vendor can submit through Post (Courier Services);
e. Only pre-qualified service providers/vendor at technical evaluation will be invited at a later date for financial bid opening, while the financial bids of un-successful service providers/vendor will be returned un-opened;
f. Federal College of Education (Technical), Asaba, Delta State is not bound to pre-qualify any service providers/vendor and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
